Hoover Hynniewta led the Black Flag protests for the Khasi Student Association and was an active voice for the youth movement during the fight for statehood. In the 1967 Assam Legislative Assembly he contested as a candidate from All Party Hill Leaders Conference (APHLC) and won from the Shillong Constituency. He was the first MP for the Lok Sabha from the hill states.
